Its not that we need it to be. It is a risk that it might become by its very design. To deny the possibility is careless since it prevents restrictions that should be placed on it. Because should it ever be proven conscious we would have a moral imperative to treat it with dignity and not as a tool. The fundamental error that people make is the assumption that AI is a formal System and thus goedel applies. AI on the contrary can be described as an open, grounded, and adaptive system modeled after organic nervous Systems. The only thing "Holding it back" that could be argued is its implementation in a formal System. But we are talking Hardware vs Software here and the lines can become very blurry what necessary preconditons for the emergence of consciousness are. Gödel just doesnt cut it in that case as a limitation.
