Facial recognition exists because too many greedy people do not want to pay a correct amount of tax on their profits and earnings that allows a correct amount of human law enforcement offers to be employed to do "proper" detective work, as opposed to using cheaper automated technology to do that work.
So blame the voters - the happiest nations in this world are the Scandinavian countries where people pay higher amounts of tax and get good and free services from their governments, especially when their government is reasonably transparent on how their tax is being spent.
