Well said Grant (ha funny) as for refresh rate, generally the higher the better especially for systems like these that rely on video input (way too) heavily.
If you're going down a highway at roughly 30m/s, a camera filming at 30fps will have a metre of distance between each data point, to me that doesn't sound like a big issue since a metre on a highway doesn't really make a big difference, like it would in say a neighbourhood, but I'm no Tesla (or any car manufacturer for that matter) engineer.
However tech being what it is today, 60fps cameras would in my book be a good option, halving the distance between data points and still not being ridiculously expensive.
It should be noted though that video fps means next to nothing if the on-board AI can only process a lower amount of images in that same second, although I would be surprised and not in a good way if it couldn't at least process 30 images in a second.
