Many have mentioned that this would make the driving tests difficult, but... such tests have always been pretty darn difficult and costly here in Europe. I've seen lots of people taking them multiple times, because of their length/accuracy needed, easily amounting to thousands of quid. On the flipside, we have pretty much the best road safety in the world here in the UK with few traffic accidents, even with the high traffic density. This is the case in most European countries I've been to, with the exception of western Russia. They have a very poor road infrastructure, unfortunately, but very good railways, and of course cars became a thing there on a mass scale only after 1990. Either way, millions of people have died in traffic accidents; I doubt autonomous cars will do worse, they could just fulfill a different role instead.
