If I remember correctly, these algorithms are not open. Neither of us know how they are written. Yes, the theory behind them is known, but not the implementation.
Neither do we know how it was tuned and tested. If the “testers” were biased, they could have tuned the algorithm so that it reflects their bias. Did they? I don't know. Do you?
Finally, if the profiling is tested against repeat incarceration, then the bias of police force is training the algorithm.
