As soon as you evaluate someone's likeliness of recidivism by using criteria that comes from data independent from that person (ex: crime rates by income), you're not evaluating the person anymore. Justice algorithms will necessarily have innate biases due to the fact that the data used to give predictions is inherently biased because of the systems it comes from.
