Agree, this essentially comes down to how much control, deliberation and expression does the artist have over their work. We have seen something like this with modern graphic design and photography. We surrender some of the deliberation to technology. We dont need to manually "draw" or "develop" everything, some of these are already covered by the technology, but you still control like 90% of the output. The vision of the product is yours, and you put your expression in those works.
Now i think this is where it can get more contentious. I think AI prompter that actually put their time, vision and expression in AI generated works can qualify as an artist, because they still have control over the technology. The AI serves as a tool to realise their vision and not the other way around
