With regards to your 5 assumptions necessary for this scenario to unfold, as a PhD student who researches AI, I'm skeptical of points 1 and 2. I do think there are limits to the development of AI, particularly LLMs. There's only so much that you can throw hardware at the problem before you need more complex algorithms. Points 3 through 5 though, are very obvious assumptions. Given the opportunity to behave immorally for their own personal gain, governments and corporations will do this no matter what. And even if they refuse to do this at one point in time, their successors will do it.
