This is another EU pipe dream going nowhere. Liberal party democracies while having provided forms of governance and productivity that enabled so much of the ground breaking discoveries and inventions leading to IT and AI, nowadays are the least able forms of governance to control and mitigate the dangers posed by IT/AI; on the contrary, Liberal democracies are now so divided and confrontational that they are guilty of abusing and manipulating IT/AI in ways that are undermining the democratic process and thereby democracy itself.
