Interesting how you start with the bias that once a person has been in prison, their recidivism unquestionably increases, and they should be held in prison for longer periods of time as a result.
Your statement, and indeed the basis for this algorithm, does not leave room for people who have offenses to be labeled as likely having a future crimes that would call for a warning only, a very short prison sentence (compared to first offense), or community service instead.
It’s this very mindset that keeps wardens and prison guards from encouraging current inmates (regardless of weight or context of the inmates’ crime) from making positive progress towards rehabilitation, because “they’re criminals, and they’ll be back here eventually (for the good of the community, too).”
