I think the call for Black reparations has its genesis from Jewish reparations. The Jews that received reparations were not based on the Jewish slave labor. It was based on Jewish wealth and personal property seized by the German government and its representatives. Reparations were not automatic as the German government, the Catholic Church and other individuals did not want to return the property. So much of the property was not returned and reparations were not completed.
