The reason why it doesnt work so well on minorities is because its based on learning from massive sample sizes. So by definition it is allways going to work best by those who use these systems the most. Since these systems i.e facial recognition on phones are usually in pricier smart phones that means its in more affluent parts of the world. Therefore the demographics you would expect to see with it working best would be the highest % of the population in affluent nations. That being said its dumb to use this in policing in my opinion, we have enough surveillance as is.
