I don't see this as an issue. If copyrighted art wasn't allowed, the quality of AI art would be substantially reduced. As long as people aren't using it to copy art (At which point it goes under reposting, why does AI play a role in this anyway?) it's just yet another case of IP hindering scientific progression. If AI gets monopolized, then, unsurprisingly, that's a capitalism issue, not an AI issue. The only reason almost-monopolies exist (insulin, tech, entertainment, fossil fuels... the list goes on) is due to capitalism. "BUT MUH IP LAWS" doesn't cut it here. IP's current implementation is flawed. They aren't copying your work. They aren't using your work in a video or such directly to make money. They're using your work to further AI and make a tool that people can use that isn't intended to perfectly replicate your work, only make what is given to it as a prompt.
