China isn't dependent on us for much of anything in terms of what we sell to them. The concepts of intellectual property, copyright, are more like suggestions to them. If they wanted to recreate nvidia technology for themselves they would do it, and already will be doing it using the chips they buy, so they can reverse engineer them and produce them autonomously and for cheaper. Giving them the chips just makes it easier and more accessible for them to make the rip offs they'd be making anyway. There is no dependence, there's just convenience.
