​@wturber not necessarily there are inland Nuclear reactors and power plants all over the world located beside lakes and rivers. They are no different from coal or gas power plants which use river or lake water to cool a secondary cooling circuit an then return the primary coolant water to the lake or river. Steam turbines, which all power plants nuclear, gas, oil and coal use need very expensive clean water. So once their secondary cooling circuit is filled the water is constantly re circulated. I grew up in the Trent Valley in England where there were several very large coal powered generating stations. I worked in one myself for a time so I do understand this very old very basic technology.
