How do you scale if your intelligence is in the shelving system? Scaling = more orders/unit time, more SKUs, new constraints to how packaging and replenishing needs to be done and other heretofore unimagined issues. Easier to update robot software or even introduce specialized robots. It's also easier to "fix" the intelligent entity if it can come to you.
