The thing is the Evaluator model also doesn't know any answers. It's really just trained on either the reward model from the scores given by the human evaluator or more explicitly on a set of human generated rules called a constitution on that specific knowledge domain. It's kind of crazy if you think about it, so the evaluator simply has a higher probability of being right about it's judgement of an answer than the LLM whose answer is being judged on. But both the answer and the evaluation of that answer is just based on probabilities!!!
