It is (relatively) easy to pass a law. It is way more difficult to get people and companies to follow the law.
If a person wants to use AI to create something entertaining, informative, educational or whatever that person may be perfectly willing and even happy to include a watermark that discloses the AI origin of the image, video or audio of their creation. If someone wants to use AI to create something to deceive readers, listeners or watchers, there is no way they want to submit to the legal requirements to disclose their deception, so they won't do it, meaning there will be no watermark. It is very easy to not comply with the law that was easy to pass.
