No. It is not a tool by the definition of tools.
AI pictures are art. Somebody else's art. As for the person prompting the pictures, they are not an artist.
The only real comparison that can be drawn between people who generate pictures via ai and the art scene is, and I want you to remember this well, that it is like commissioning art.
Telling an artist what to paint. You merely describe it and do not take part in the actual process of creating the picture. You merely receive the result of the artist's or the programs work. You may hand it back to its source and tell what adjustments to be made, and yet again you do not actually partake in the changes being applied. Using ai to make pictures is just commissioning art from a program.
Commissions as they have been done since forever. Claiming physical ownership of the resulting object but not of the process. You become the owner of an art piece, the person or program who made it are the artist.
