I barely read your wall of text, but I have a simple explanation as for why research in AI/AGI/ASI won't and can't stop. The prisoners dilemma.
USA and China are the prisoners. Each of them don't know what the other do. If both stop the research, humanity is safe regardless of the risk. If one of them stop and not the other, the one who stopped is screwed.
So, obviously, neither will stop. They just can't.
