In Europe and the US, the cars have a third brake light, centre bottom or top of the rear window. That was not on, suggesting what we see is just the normal taillights.
Throughout the years of car production, there have been incidents of drivers hitting the accelerator instead of the brake, with both manual and automatic transmission. Once the car accelerates, the driver panics and just keeps pressing harder.
