There are some flaws here. The machine only does stuff if you compare with what artists do. If you say: "an artist draws. Who is drawing in the process? The machine. So the machine is the artist and who operates it does nothing.
If we apply the same argument to photography, well, who draws in photography? The machine, so the machine is the artist or, at least, the manufacturers of the machine.
I disagree with the commission argument because you need to have a very particular skill to commission art, you need to know how to describe what you want and make it understandable. This skill doesn't work with AI, the parameters and values given to the machine are way too different. The closest skill we can use is software engineering, it isn't a perfect match, but it's way closer than human interaction. That is proven when a very experienced artist tries to use AI and it doesn't work like they intended. It's a new skill people need to learn to use the tool.
