It makes sense for copyright to be there at the least because "the workman is worth his wages." A compulsory licensing system for music covers developed around this idea. I could see a compulsory licensing system for training data too, and when the AI serves up something for commercial purposes based on that data, it pays royalties too.
Don't advocate throwing out the baby with the bathwater.
