*looks what the latest smartphone can do*... hhmmm I doubt your statement. Also, Deep learning has come up with very efficient neural nets to identify gender, race, face, people, etc. I am convinced if you mount state of the art sensors on tiny quadcopters, you can easily get what this video is showing. Just set up a machine and let the (hardware driven) neural net adapt to the sensor input. If I can think of this, sure the army can and is already doing it.
