No, they don't. Artists observe and learn to create works that are derivative but often entirely original, nothing is ever "taken" and fair use only covers very specific intent of usage. The key difference is that every AI image out there is assembled from preexisting datasets - nothing in it is actually original, you're just seeing many parts of existing works used beyond the terms fair use covers which is why it's considered virtually impossible to copyright an AI image.
Your other comment is incorrect as well, it definitely matters regardless of whether you claim your image is "fair use" or not. If you're using a dataset consisting of copyrighted images you don't have a license for, you're violating copyright regardless of what you make from it. This is why so many digital art platforms (and even Adobe itself) have tried to update terms to grant themselves usage licenses from their existing pool of user-submitted work.
