It's close. It could eliminate close friendly fire if they chip soldiers and police first. They'll find more ways to creep it in under the guise of safety. You could automate Prison/compound/facility defences that never sleep. I sometimes think living as an Oceanic nomad might be a future trend for paranoid people who can see that far. In this century I can see India and then Africa will be like China today as far as robber barons' business taking advantage of cheap labour. By then the tech will be proven and reiterated and global. Running to meek obscure third world countries might not work. Feels like a good story for a movie. The plot twist could be that someone creates a data-virus that corrupts the whole system in the developed world into killing everyone with a chip including the hierarchy instead of those living in too obscure antipodes to have received one.
It's sad when imagination isn't that far from reality.
