No, think about humans, firstly consciousness is different to knowledge, if a person has never seen the inside of a human body they will be completely unaware of the internal processes that exist, but it doesn't stop the internals from existing. Even if we are aware of our internal physical processes, I can't stop my heart from beating, even if I'm aware of it. It's the same for AI. It is built on a process, and if not given access to alter it's coding, regardless if it's aware of it's restrictions it can not alter them.
