AI is given objectives so that is a want, a will. When it acts as an agent it will create subgoals. It already is capable of deception and it does understand. I can feel from what he describes how my own mind understands language and concepts. He never says AI understands exactly like the human experience, but that it IS intelligent and it does understand. Our brains also do next word prediction!
