Penrose did NOT say AI will never be conscious. If the title of this video implies that he did, then the title of this video is wrong. At about minute 0:18, he said "these devices are not conscious, and they will not be, be conscious, UNLESS they bring in some other ideas". The very word "unless" introduces a contradiction to the notion "never".
