This is a very interesting take and one that I think I agree with. Whether something is art or not is based on whether we attach personal meaning to it, which can differ for everyone. I think this also helps explain why people get so mad at modern art. It's not something that they attach any meaning to, even if others do.
When I think of my favorite pieces of media that I consider pieces of art it's always because of my personal experience with them and the meaning I've attached to them. It may not have even been the author's intent at all to evoke those particular feelings. When I decide to learn about the author's intent it's usually only to bolster my own personal meaning from the piece.
Even when we talk about other art that we personally do not like, it's always validated as art by the fact that other people like it. There is no piece of art out there that we all universally dislike but still consider good art, because art is inherently based on our own senses and perception of it, not necessarily the creator's senses and perceptions.
I think AI art, being so generic and perfect, makes it hard to personally attach on to. But when someone does inject their own personal elements into it they can become attached, as we see a lot of people do with AI. It's just going to be hard for others because it's not personalized to them and still has the hue of generic-ness.
