For these kind of weapons, you could use 3d Print, AI SDKs and get a weapon system which can be scaled quite easy with your industrie and you don't even need that much trained personal. Even a Kid could select a target for these weaopns by sending a picture, the weapon system could do the rest, will it be discovery, path finding and destroying the target.
For me the swarms are the scary part, you just throw enough stuff at the enemy. A soldier needs training, can get exhausted by the terrors of war, but drones maybe one day at a point where a target is enough and the AI will do the rest for you. The war will be far away for the future soldiers but it could last for years as long as you can fuel the war maschine.
