In some ways it is. There are ways that GPT-4 fails spectacularly that would be walks in the park for most normal people.
A little experience using GPT-4 has also shown me that getting useful "intelligence" out of GPT-4 is in large part up to the user.
Some friends and I were able to get it do some impressive programming-related stuff, but we would not have gotten the code to do what we wanted it to do had we not already known a lot about the task we were invoking GPT-4 to do, and that was just for a project that was a small curiosity.
I can't imagine ChatGPT writing a large code base that isn't a complete mess, if it even functions at all.
Unlike humans, ChatGPT doesn't really understand things on a conceptual level. You can see this in the images Dall-E generates.
