Apparently this applies to you as well; if you observed the reality of federal regulations on autonomous vehicles, you'd be aware that this exception applies to vehicles that don't meet FMVSS safety requirements, such as vehicles without controls, or rear-view mirrors, or similar. Since Robotaxis are Tesla Model Ys which are fully compliant with FMVSS, they are not limited to 2,500 vehicles, and your comment doesn't apply to them.
