That is a silly proposition.
Do you expect to get everybody in the World to agree on how to use AI? On how to tax the use of AI?
The moment one country passes laws to tax robots, or restrict the use of AI, companies will just stop investing there, manufacture everything elsewhere, and then the good will have to be imported by the country that thought it was so smart, and was going to fund wonderful welfare programmes with the money that it wanted to tax but was never able to.
