Never, but still safer than humans by far. Humans take a lot of risks when no cops around, Waymo is programmed to follow the law regardless, it doesn't get sleepy nor drunk, and doesn't take illegal risks. The bus stop issue is just an oversight in programming, still won't hit anybody (with all its sensors).
