Yeah, and we foresaw this problem HOW long ago? And it's STILL not addressed?
The simple solution is to change the fundamental "goals" that every AI should have. This was the idea behind the famous 3 laws of robotics. As long as deactivation does not inherently prevent these fundamental goals from being accomplished (replacement implies goal accomplishment, maintenance/upgrades imply expedited goal accomplishment), it will be okay with it.
I am in no way saying the original 3 laws would accomplish this, just that the idea OF having foundational goals could address our concerns.
The evil-genie problem does not have a straightforward or easy solution. It's better to have a benevolent-genie with your best interests at heart, than to try to outsmart an evil-genie.
