The assumption is correct. The nieces company is working to a level which is accepted within the current business model. The driver is profit not quality of service so the new equilibrium in employment is to provide just enough jobs to deliver the existing quality level without excess capacity. His following point about healthcare is important because being British this is fully state funded, so the driver is not profit but efficiency of tax spend. So clearing backlogs and “better” service is the desired outcome, which keeps employment at a similar level, although the types of jobs may change e.g. less consultant specialists and more people-centric nurses.
