Not true. The AI can only learn by feeding it data. If the police show up in a certain neighbourhood and prevent crimes then the AI considers that area to be a high-risk area. The cops will then show up more often in that area and in turn prevent more crimes which creates a feedback loop. The result is that the AI judges areas that are over policed to be high risk areas while under policed neighbourhoods such as white suburban areas are deemed unproblematic.
In addition to that the AI is also not able to judge wether or not the mere presence of the police might have prevented a crime from happening. So if cops show up and no crimes happen, that area is deemed unproblematic even though it could be possible that the crimes didn't happen because the potential criminals were aware of the cops in the first place.
The AI is deeply flawed and biased by nature but since it's AI it can be used as a scapegoat and an "objective" / "unbiased" way of enforcing already existing racist structural problems within the police force.
