None of this is Pie in the Sky either, if you understand state currency operations. Governments own the currency, chartered banks are agents of the state --- regardless of how depoliticized the Parliaments choose to make it _seem_ like banks are private entities, they are not. Every single bank can be shut down by the state, if the state deems them fraudulent. Governments cannot run out of their own IOU (aka. tax credits, aka. currency) so can always nationalize any industry the demos is willing to have nationalized. It's a political choice, not a financial constraint, since "tax payers" do not pay for anything in a fiat floating currency system. Tax liabilities drive demand (for an otherwise worthless currency), not supply for the issuer. Tax returns are an automatic stabilizer, not a supply for the monopoly currency issuers (government).
Governments do not need rich people to exist, period. They can always tell oligarchs to piss off, if said oligarchs are not acting in the public interest. Capital flight is not a problem for a monopoly issuer of currency. (It is a problem if government imposes upon _itself_ a fixed exchange rate or commodity peg, so just don't do that!)
