That's exactly what it is. Just using it on a base level gives cool pictures not art. It's the same as people who make meaningless but cool looking works like the classic spray paint space scapes.
And if you actually talk to someone who has legitimately tried out ai to make art they'll tell you that. Even if you soley use the generator you have to delete and regenarate sections a lot to get the result you envisoned.
