So you're proposing a system to regulate access to it? How? It's software that anyone can download, it's open source and everywhere. Not all of it ofc, like ChatGPT, but lots of the smaller stuff. Do you want to make it illegal to develop or download AI models? Make it illegal to own AI on your computer perhaps? Sounds messed up to me.
