Well clearly since they based his arrest on other evidence than the facial recognition, which is supposed to be a lead and not evidence (they need normal to pass law to make it so), it's very clear they don't care about procedure and innocent until proven guilty.
Only first world western country who doesn't have universal healthcare, which is a basic right (easy financial and structural access to it), not a federal standard for education, police who doesn't use force or lethal actions unless faces with force or lethal action, etc
Tbh the USA from a perspective of a citizen of a country member of the EU really looks like it's just pretending to be civilised let alone a first world country.
