No. At 1:46 she explains that it's a result of not enough data. The algorithm is just using math to make an approximation about something. In the case of nokias camera, it was trained on a data set of people with mostly caucasian features and not enough images of people with Asian features so the algorithm assumed they were blinking. If more Asian people are in the labeled data set, you'll see higher accuracy in the algorithm and less cases where asians are categorized as blinking. You're right that it's hard to do but more data helps the algorithm make more accurate approximations. I've learned that firsthand with my own algorithms.
