That's classic indoctrination, you know? Replacing the moral compass of a population with the artificial codes set by politicians, so that a person's first thought isn't whether something is right or wrong, but whether it's something the state would approve or not.
And how exactly would it help mass shootings? Subtract social credit score for being a moody teen? If there's already information that someone's going to commit mass murder, the police already take action; mass shootings are often characterised by the total surprise, even by the family of the shooter.
Your solution isn't just totally ineffective against the one example you cited, but totalitarian in the worst way. Rewarding obedience and compliance is how you get good people to do bad things; it happened in Germany, it happened in the USSR, and it's happening in China.
