I am pretty sure that with enough resources and time we could do it sooner than in a hundred years BUT that defeats our current system that is based on financing a scientific project with a specific purpose, that it usually is financial related. AGI would most probably never be brought to life because an "independent thinking" being serves no purpose for those in power. Some modern form of automation, yes...but that's about it. It is far too expensive and meaningless to produce something of that magnitude.
