Spreading "Managed Democracy"?
As evidenced by the last thirty years - casualties, even civilian are not a priority to western governments. Especially given that you can demonise that population. There is probably an algorithm for that.
That and BAE systems, Raytheon, Lockheed Martin et al can build killer defence Robots creating jobs (Profits).
