Most A.I are built by creating a massive test, think millions upon millions of questions. Then, millions of randomly created neural networks (kinda like baby AI), compete on the test, and the highest scoring is likely to be used. So in this scenario, the test used by the AI could’ve had a larger representation of white people, and couldn’t differentiate anything else. It’s not on purpose, just kinda dumb luck, and incompetent users.
