Of course voting with your money does work. Look at Tesla. Nobody is saying "only vote with your dollars", the truth is that the main way AI companies get money isn't gov contracts, it's private investments and money from everyday customers (businesses or the public).
The government use of AI is where you would vote with your actual vote. Both kinds of votes aren't mutually exclusive, either way, whether if it's voting with your money or voting with your vote, people have the power, but the way to hurt a company the most is where they get their power: money.
