On your first scenario, to add to it, you could also say "China becomes fearful of this AI that is being used in surrounding countries like Japan, SKorea, Taiwan, etc. and launches a global attack against it because China sees the damage this AI will ultimately do to humanity." In a bizarre way, Chinese paranoia ends up being positive thing in that it prevents the destruction of humanity.
Of course then another play on this scenario is that the AI/global leaders fight back against China and Allies and we have a global thermonuclear war, which ultimately helps out the AI. In this case SKYNET isn't creating the problem, Humans end up pulling the trigger because we're idiotic monkeys.
