By "tyrants" they mean the pre-AI status quo. Let's say you have a passion for art. If you are born with a gift, you can put a lot of work and dedication into it and master a great skill. If you don't have a gift, you can still pull ton of work and effort to gain some minor skill, but you'll never get good at it. In this case you can either quit, or just doodle your crap for eternity (I chose the second one). But AI is changing that. Now anyone can make art. You can still do that traditionally, nobody stops you. It's just you are not the only one who can do that now.
